Hallym University and Gangwon State Police Sign MOU for AI-Based Future Policing Cooperation

Hallym University (President Yang-Hee Choi) and the Gangwon Provincial Police Agency (Commissioner Hyun-Seok Choi) signed a memorandum of understanding (MOU) on Thursday, December 4, to jointly respond to the changing policing environment in the AI era and to secure specialized talent and technological capabilities.


The ceremony took place at 3:00 PM at the Gangwon Provincial Police Agency, with 11 key officials in attendance, including President Yang-Hee Choi and Commissioner Hyun-Seok Choi.


The primary goal of this agreement is to consolidate the core capabilities of local government, public authorities, academia, and research institutes to counter future threats. It aims to build a "virtuous cycle ecosystem of education, R&D, and field support" by integrating ICT technology into the social safety sector.


A key driver of this partnership is the "Intelligent Social Safety RIA Committee," an entity under Hallym University’s AI Convergence Research Institute. This committee combines the field needs of the Gangwon Provincial Police Agency, the university’s research power, and industrial technical expertise to solve local community issues. Through this, difficult challenges in investigation fields are translated into university research projects, which are then applied back to the field in a practical, problem-solving governance model.


Both groups are planning to intimately cooperate on the following four Core Areas.

1. Joint AI-Based Policing Data Analysis Education Centering on the Hallym Institute of Intelligent Social Safety Research (HI-ISSR)Hallym University will provide advanced data analysis training for Gangwon police officers. Utilizing the "i2·i-base Academy License" - the only one of its kind in a Korean university - the program will offer specialized deep-dive education in crime data analysis.


2. Joint R&D and Field Demonstration of Social Safety Tech Both organizations will collaborate on high-profile R&D projects such as the "Cyber Cop" (Integrated Analysis and Inference System for Cybercrime Investigation Clues) and AI-based investigative support systems. The Gangwon Provincial Police Agency will serve as a Test-bed and Living Lab, applying university-developed systems to actual investigations and providing immediate feedback to refine the technology.


3. Creation and Expansion of a Data Forensics RIA Ecosystem The partnership moves beyond simple personnel exchange to establish a sophisticated collaboration model. It links field challenges to university R&D, creates synergy between academic knowledge and practical know-how, and includes field study programs for Hallym students to cultivate future experts.


4. A Unified Front for AI-Driven Future Policing The agreement presents a practical "Region-Industry-Academia" model that directly protects the local community.

"To respond to sophisticated new types of crime that differ from the past, the university and the policing field must be more closely integrated than ever before," said President Yang-Hee Choi. "Hallym University will act as the most reliable partner for the Gangwon Provincial Police Agency, taking heavy responsibility in this bold journey."


Commissioner Hyun-Seok Choi responded, "I am confident that the combination of Hallym’s excellent research capabilities and Gangwon Provincial Police Agency’s field experience will create immense synergy. We aim to successfully establish a 'Korean-style Police AI Lab'-much like the Netherlands' Police AI Lab-where field intuition and university technology converge in real-time."


Through this MOU, both institutions expect to significantly elevate the level of public safety in Gangwon province by merging academic research with frontline investigative experience.
